Connects to an SMSC and binds an SMPP session. Sends a short message over current SMPP session. The session must be opened (see sample connectAndBind) in BOUND_TX or BOUND_TRX status. Checks if current SMPP session state is one among a list of states. Give test help. Sends Unbind to SMSC and closes connection.
